Public Law 103-416 Section 221
"Whenever the President of Taiwan or any other high-level official of Taiwan
shall apply to visit the United STates for the purpose of discussions with
United States Federal or State government officials concerning:
(1) trade or business with Taiwan that will reduce the United
States-Taiwan trade deficit;
(2) prevention of nuclear proliferation;
(3) threats to the national security of the United States;
(4) the protection of the global environment;
(5) the protection of endangered species; or
(6) regional humanitarian disasters.
The official shall be admitted to the United States, unless the official is
otherwise excludable under the immigration laws of the United States.
