I think how "official" is operationalized is key here. If we mean "official
language" as in "legally mandated", then Mandarin is no more official than
Siraya in most areas where government business is conducted. Certainly the ROC
Constitution is mum on the issue, as is the US Constitution (but unlike many
other constitutions, which do specify national and/or official languages).
